Project Description

AMD2025-0001 is submitted by a community member who owns a lot under WHB zoning. AMD2025-0001 proposes to amend the Workforce Home Business (WHB) Zone within the Land Development Regulations (LDRs). The proposal is to add Light and Heavy Industry contractor businesses to the WHB use table, with multiple qualifying requirements. These requirements include, but are not limited to, a the entirety of the site proposed to utilize the use being within 500 ft of S. Highway 89 right-of-way and the use being limited to a maximum of 3-acres on the site.

Notably, the Workforce Home Business (WHB) zone was created in 2022. Information on the WHB zone creation process be found HERE.

12/8/25 Planning COmmission Recommend Denial.

The Planning Commissioner held a public hearing on AMD2025-0001 on December 8, 2025, and voted 3-1 to recommend denial of AMD2025-0001, with Planning Commissioner Alex Muromcew voting in support. AMD2025-0001 is going before the County Commissioners again on February 3, 2026.

11/10/25 Application Updated & Planning Commission Perform a Site Visit.

The application was updated on October 31, 2025. This update included amending the threshold for a site to qualify for the proposed uses. The proposal now includes portions, and in some instances the entirety, of 21 parcels. The proposal previously included 14 parcels. The updated application can be found HERE.

On November 10, 2025, the Planning Commission held a site visit in Hog Island to review the existing character and land use patterns. The agenda for the site visit can be found HERE. The site visit was noticed amongst the neighbors and the public was welcomed to join.

10/7/25 Application is Remanded & Will Return to Planning Commission

During the October 7, 2025 Board of County Commissioner hearing, AMD2025-0001 was remanded back to the Planning Commission for further review and discussion. AMD2025-0001 has now been scheduled for the November 24, 2025 at 6pm.

9/16/25 Board of COunty Commissioners Continue the Proposal to October 7.

At their September 16, 2025 meeting, the County Commissioners continued AMD2025-0001 to October 7, 2025 due to time constraints.

8/11/25 Planning Commission Recommend Denial.

The Planning Commission unanimously recommended denial of the application at the August 11,2025, Planning Commission hearing.

7/8/25 Application is Scheduled for Public Hearing Dates.

The application has been scheduled for public hearing before the Teton County Planning Commission on August 11, 2025, at 6:00 p.m., where a recommendation to the Board of County Commissioners will be made regarding the proposed Teton County LDR amendments. This meeting will be held in the Commissioners’ Chambers located in the County Administration Building at 200 S. Willow Street in Jackson, Wyoming. Subsequently, a public hearing before the Board of County Commissioners will be held on September 16, 2025, at 9:00 a.m. at the same location. The Board of County Commissioners will decide on the proposal at this time. Both meetings are open to the public and community members are welcome to submit written comment in advance (please submit to emonroe@tetoncountywy.gov) or provide verbal comment at either hearing.
