Subarea 7.2 Hog Island Home Business Rezone
Project Summary: Update the zoning in Subarea 7.2: Hog Island Home Business to align with the desired future character for the area as described in the Jackson/Teton County Comprehensive Plan. Subarea 7.2 Hog Island Home Business is part of District 7: South Highway 89, which is designated as a Complete Neighborhood in the Comprehensive Plan and also includes Subarea 7.1: South Park Business Park. This project will create new County zoning for the Land Development Regulations (LDRs) that preserves and enhances the character of Subarea 7.2.

March 21, 2022: Project Approved
At the March 15, 2022 Board of County Commissioners meeting, the Board approved the proposed Workforce Home Business (WHB) Zone and proposed Zoning Map Amendments. One modification was made to the proposed WHB Zone, following the Planning Commission's recommendation to raise the habitable floor area maximum for properties created under the WHB Option from 2,500 square feet to 3,000 square feet.
The Board of County Commissioners also directed the Jackson/Teton County Affordable Housing Dept. to review the existing Workforce Deed Restriction Templates and to consider developing a new template specially designed to be used with the Workforce Home Business Option in this location. A workshop with the Board of County Commissioners will be scheduled in the future to begin a discussion of existing templates and regulations and to get direction on a WHB template.
March 15, 2022: Board of County Commissioners Hearing on Proposal
The Board of County Commissioners will review the draft zoning standards and draft zoning map amendment at their meeting, which begins at 9 am, in the Commissioners Chambers of the County Administration Building at 200 S Willow Street in Jackson, WY. The meeting agenda, which includes information on how to join and watch remotely, is available at this link. Public comment will be taken both virtually and in-person.
March 3, 2022: Project Update
On February 14, the Planning Commission recommended approval of the draft Workforce Home Business zoning standards and the draft zoning map amendment. The packet from the Planning Commission hearing is available for review below:

The Board of County Commissioners will be reviewing the draft zoning and map amendment at their meeting on Tuesday, March 15 at 9 am. The meeting will be in the Commissioners Chambers of the County Administration Building at 200 S Willow Street in Jackson, WY. The meeting can also be viewed on Zoom and information on how to join will be available on the agenda on the Teton County Website.
January 11, 2022: Draft Zoning Standards and Zoning Map Amendment Released for Public Hearings
Since release and presentation of the draft zoning amendment proposal on November 9, 2021, Teton County Planning Staff has been working to refine the standards prior to scheduling public hearings. The draft Workforce Home Business (WHB) zone and proposed zoning map amendment are now available for review. Public hearings have been scheduled with the Planning Commission, on February 14, 2022, and the Board of County Commissioners, on March 15, 2022. Staff reports will be posted on this page prior to the scheduled hearings.

November 9, 2021: Staff Draft Zoning Proposal Released
Teton County Planning Staff's draft proposal for amendments to the zoning map and zoning standards in Subarea 7.2: Hog Island Home Business are available for review. In addition to the proposed zoning map and standards, staff has a produced a comparison table to identify the differences and similarities between the Workforce Home Business Zone (proposed) and the Rural, Suburban, and Neighborhood Conservation zones (existing). Lastly, parts of the remaining, large agricultural holdings in the area are proposed to be rezoned to existing rural zones (R-1 and R-2). Relevant links to those zones in the Land Development Regulations are also provided.

October 27, 2021: Staff Presentation of Zoning Proposal
Teton County Planning Staff has developed an initial proposal for updates to the zoning in Subarea 7.2: Hog Island Home Business and will be hosting a presentation on Tuesday, November 9, 2021 at 6 pm. The presentation will be held on Zoom and will be recorded and subsequently posted on this page.
Staff will also be available for follow-up meetings to answer questions and discuss the proposal after November 9. Following this presentation, staff will be working to refine the proposal and looks forward to additional public input. After additional review and refinement, staff intends to schedule a Planning Commission hearing on these standards in 2022.

July 12, 2021: Survey Now Available!
Teton County Planning Staff has created a survey to gather input from residents, neighbors, and home business owners with interest in the Hog Island area to help inform a future proposal for updates to the zoning and land development regulations in Hog Island. This survey is open to all and will take most people between 10 and 20 minutes to complete. Please feel free to share the survey with friends, family, and neighbors. This survey will remain open through Sunday, August 1, 2021. We hope that you can find time this month to share your thoughts with us.

July 7, 2021: Neighborhood Meeting Presentation Materials
On July 1, Teton County Planning Staff hosted a neighborhood meeting to introduce to this project at Munger Mountain Elementary School and on Zoom. A recording of the presentation and subsequent discussion is embedded below. Note that questions asked in the room are difficult to hear due to the technical limitations of the space. The staff presentation concludes after the first 15 minutes.
Some of the topics discussed after the presentation included:
- Need for businesses and services vs. impacts of commercial development
- Current zoning allowances in this subarea. There are a number of legacy zones (NC-TC, S-TC, R-TC) currently in place in the subarea
- Current subdivision allowances and appropriate size for new lots
- Taxes and property values
- Communication between neighbors and reducing conflicts between business and residential uses

June 16, 2021: Neighborhood Meeting Scheduled for July 1 at 6pm
Teton County Planning Staff will be hosting a neighborhood meeting on July 1, 2021 at 6pm to discuss the initiation of this rezoning project. All are welcome to attend, either in person or online via Zoom. For those who are not able to attend at this time, a recording of the presentation will be posted on this page after the meeting.
